$32 million urban culvert replacement with zero-percent financing and 11 BMPs

Ardurra delivered engineering services for the $32 million Town Creek Culvert capital improvement project, replacing a failing, severely undersized conveyance tunnel in Greenville's uptown urban core while incorporating strategic green infrastructure components. The project addressed critical flooding issues through advanced stormwater management while achieving significant water quality improvements and securing innovative zero-percent financing.

The complex urban construction encompassed approximately 306 linear feet of 84-inch reinforced concrete pipe culvert and 2,333 linear feet of 10'x8' reinforced concrete box culvert within the dense urbanized core. Comprehensive improvements included 11 Best Management Practices (BMPs), water/sewer relocations, street hardscaping, erosion control, traffic management, and private utility coordination.

Key Project Achievements:

  • Constructed $32 million stormwater infrastructure, replacing a failing tunnel with 306 LF of 84-inch RCP and 2,333 LF of 10'x8' box culvert
  • Secured zero-percent interest financing through the North Carolina Clean Water Revolving Trust Fund, utilizing green infrastructure components
  • Installed 11 stormwater BMPs providing significant water quality benefits while addressing localized flooding concerns
  • Protected local business investments through flood mitigation, enabling continued economic activity in the uptown core
  • Integrated green infrastructure, including Stormwater Control Measures addressing water quality and environmental objectives
  • Coordinated complex urban construction, managing water/sewer relocations, traffic control, and private utility coordination
  • Achieved dual environmental benefits, alleviating severe flooding while improving downstream water quality through innovative SCM integration

The project earned recognition with the 2021 APWA NC Stormwater Project of the Year (Infrastructure) award and 2021 American Council of Engineering Companies Honor Award. The successful implementation demonstrates how strategic integration of green infrastructure can achieve multiple objectives, including flood control, water quality improvement, and innovative financing, while protecting urban business districts and community investments.
