Ashley & Cooper Sewer Interceptor Rehabilitation Program

North Charleston Sewer District successfully rehabilitated over 50,000 linear feet of critical interceptor sewers ranging from 18- to 60-inch diameter through a comprehensive ten-year program. The project addressed aging infrastructure serving the district's core collection system.

Ardurra delivered complete project services, including planning, design, permitting, SRF funding administration, construction oversight, and resident representation. Complex design challenges included maintaining public access near active rail lines, managing Interstate 26 right-of-way constraints, designing for fully deteriorated conditions, and accommodating bypass flows during construction.

The program secured multiple permits from SCDOT, federal DOT, SC DHEC-OCRM, and USACE for work within jurisdictional waters and transportation corridors.

Key phase accomplishments included:

  • Combined Interceptor Phase 6: Rehabilitated 10,360 LF of sewer and 28 manholes, navigating five railroad crossings, including two bore-and-jack installations beneath active rail lines

  • Ashley Interceptor Phase 7: Installed 10,600 LF of 54-inch CIPP with 3,850 LF completed beneath sensitive Ashley River marshlands

  • Ashley Interceptor Phase 8: Rehabilitated 4,641 LF of 42-inch gravity sewer plus critical pump station infrastructure

  • Cooper Basin Phase II: Installed 5,200 LF of 54-inch CIPP within 47-year-old deteriorated infrastructure

The program restored structural integrity and extended service life of essential interceptor systems while minimizing environmental impact in sensitive coastal areas.
