Peters Creek Water Reclamation Facility Expansion and Effluent Management

Ardurra delivered planning, design, permitting, bidding, and construction-phase services for the Peters Creek Water Reclamation Facility expansion and effluent management program. The team evaluated service areas, developed population and flow projections, and defined the ultimate buildout to support regional growth. The solution implemented a greenfield 1.5 MGD AADF facility with site planning to expand to 10 MGD AADF, supported by 7 miles of 16-inch force main and 7 miles of 16-inch reclaimed water main, a new 2 MGD lift station, and a 3.5 MGD reclaimed water pump station. Facility design included new headworks with band screens, a 4-stage Bardenpho biological process, RAS/WAS pumping, secondary clarifiers, tertiary filters, and chlorine contact basins. Biosolids management included waste-activated sludge thickening at 100 gpm using a rotary drum thickener to 6 percent solids and repurposing a 70-foot-diameter steel tank as an aerobic digester with new coarse-bubble diffusers. Reclaimed water management added ground storage, wet weather ponds, a Governors Park pump station, and augmentation wells providing approximately 0.8 MGD.

The project enabled Clay County Utility Authority to accommodate regional growth while reducing capital and lifecycle costs through strategic planning and achieving enhanced reliability and regulatory compliance through robust treatment processes.
